1. Programme Evaluation Specialist
Total annual package is R542 384.74, excluding possible 20% performance bonus.
The incumbent will report to the ETQA Manager.
The purpose of this position is to support the maintenance of the quality of learning provision for non-constituent training providers within the mining and mineral sector.
Job profile
The candidate will be required to: •Support the implementation and maintenance of the ETQA accreditation status by the QCTO •Maintain the ETQA accreditation status with QCTO as per the QCTO’s policy delegations •Support the design, development, implementation and maintainance of the ETQA’s external processes, procedures and systems to support internal requirements of the ETQA Unit (e.g. accreditations, programme approval, certification, etc.) •Participate in the development, implementation and maintainance of the QCTO’s policy delegations functions • Evaluate new and existing assessments tools for programmes and qualifications as an Assessment Quality Partner •Co-ordinate and conduct site visits for skills development centres and audits of training providers within mining and minerals sector for quality learning verification •Conduct external moderation of industry training providers and providers that have been granted programme approval by the MQA •Provide technical advise, information and capacity building to MQA stakeholders •Administer and manage projects and grants •Compile reports as per required internal business processes •Perform such tasks as may be delegated from time to time •Supervise administrative staff in the ETQA Unit
Qualifications
The candidate must possess the following: proven experience and expertise with respect to conducting programme evaluation and audits of education and training providers •Practical experience in quality assurance and knowledge of relevant legislation will be essential •The candidate must possess a post matric/grade 12 qualification such as a Diploma or Degree in Assessor and Moderator or Auditor’s course •A minimum of five years’ working experience on relevant training activities within the sector
Competencies
The candidate must possess: knowledge of a Quality Management System (such as ISO 9001:2008) is essential •Knowledge of education and training is essential and a mining background will be an added advantage as the candidate will be required to liaise with mines and Further Education and Training institutions
The successful candidate will be required to sign a performance agreement in terms of MQA Performance Management System.
2. Skills Development Specialist
Total annual package is R542, 384.74 excluding a 20% performance bonus. The candidate will report to the SDR Manager.
The purpose of this position is to manage skills development activities and task in the Skills Development and Research Unit of the MQA and provide leadership and technical advice in the provision and delivery of the skills development Programmes within the mining and minerals sector.
Job profile
The successful candidate will be required to: manage the registration of SDFs and company skills committees in the mining and minerals sector •Ensure that the skills committees are aware of their responsibilities •Organise capacity building interventions for SDFs and Skills Committees •Ensure SDFs understand their roles and relationship with MQA •Ensure that SDFs understand the NSDS targets and how they link to their companies •Provide support to SDFs in relation to Inter SETA Transfers and the registration on Non Levy Paying Enterprises with the MQA •Facilitate and co-ordinate projects undertaken by MQA contracted ISDFs and monitor their performance •Provide valuable input into systems and the development of WSP and ATR templates to ensure absolute implementation of the system •Contribute to the development of the MQA’s Sector Skills Plan by ensuring correct collection of data from the sector •Individually evaluate all submitted WSPs and ATRs against set criteria •Support the WSP-ATR analysis process •Verify if mandatory information is completed •Plan and implement the auditing of WSPs and ATRs •Ensure congruence between company WSPs and ATRs •Prepare quarterly monitoring reports, SAQA reports, and Scorecard reports •Ensure submission of MQA reports to the Department of Higher Education and Training •Follow up on mining companies and SDFs to submit reports •Implement policies and procedures in the Unit •Identify and implement communication systems and forums •Design internal work processes to improve customer service and champion new methods of delivering services that contribute to the improvement of Unit’s processes •Formulate contractual service level agreements with services providers •Provide assistance in developing project specific detailed budgets •Facilitate ongoing stakeholder participation to keep them informed and to allow them to influence the policies and procedures of the MQA •Implement the business unit plan according to the performance standards and measures indicated in the plan •Assist in other responsibilities as and when required for the optimal functioning of the SDR Unit
Qualifications
The candidate must possess the following: a post graduate degree in Human Resources or Training and Development •5 years experience in skills development field and knowledge of the SETA industry.
Competencies
The candidate must possess: good communication and interpersonal skills •Organizational and time management skills •Report writing skills •Understanding of legislations particular pertaining to skills development and skills levies •Project Management experience •Knowledge of information management •An understanding of policies and procedures

3. Learning Programmes Specialists x 2
Total annual package is R542, 384.74, excluding a 20% performance bonus. The candidate will report to the Learning Programmes Manager.
Job Profile
The candidate will be required to:promote and monitor the registration and implementation of non artisan learnerships and skills programmes in the mining and minerals sector in line with the targets agreed upon by the MQA and the Department of Higher Education and Training •Develop and maintain the MQA database system to ensure data integrity •Provide professional and technical advice on non artisan learnerships, skills programmes and MQA projects to stakeholders in the mining and minerals sector •Oversee and manage the learning programmes learner database functioning and effectiveness and build the capacity of MQA database users such as MQA accredited training providers, etc. •Coordinate internally and externally, marketing and advocacy initiatives of the Learning Programmes Unit •Manage learning programmes regulations, guidelines and criteria compliance •Develop and control all budgets related to the scope of work of the Learning Programmes Specialist •Attend to MQA Board and national issues on behalf of the Learning Programmes Manager (including reporting as and when required) •Establish and maintain a high level of customer service and stakeholder relationships and capacity building •Ensure that quality standards and risk management are implemented in the Learning Programmes Unit •Manage performance and morale of staff members in the Learning Programmes Unit •Work closely with MQA regional offices •Manage and implement policies and procedures in the Learning Programmes Unit
Qualifications
The candidate must possess the following: a relevant three year degree or diploma in Human Resource Development or related qualification •Five years experience in a similar position or supervisory position with exposure to disbursement of grants or comfortable working with numbers •In depth knowledge of SETA environment is advantageous but not essential •Understand skills development acts, regulations, policies and procedures pertinent to learning programmes or skills development in South Africa

4. Internships x 2
The MQA is looking for individuals seeking internship opportunities in the different business units. The successful intern will be required to enter into a 12 month contract with and will receive a monthly stipend for the duration of the internship. The internships will cover but may not be limited to the roles specified below.
Projects Intern
The intern will be required to perform the following tasks:
Co-ordinate and capture payments as per invoices received •Identify processes that are key to the success of the Unit •Assisting in the design of internal work process to improve customer service •Verify learner information on the MQA MIS system •Liaise with training providers and provide information requested by stakeholders •Assist in the preparation of documents relating to projects and in line with ISO requirements •Provide administrative and technical support to host companies participating in MQA projects and to other relevant stakeholders •Process invoices for the projects allocated in the Unit using a tracker system •Assist in managing the projects allocated in the department
Qualifications
The candidate must possess: a relevant Business or Project Management Degree or Diploma (M+3) •Basic knowledge of Supply Chain Management and related Acts (PFMA, MFMA, etc.)
Procurement Intern
The intern will be required to perform the following tasks:
Manage contracts •Ensure compliance with Acts such as the PFMA, PPPFA, BBBEE, Corporate Governance and regulations relation to Supply Chain Management •Evaluate tenders •Manager the database of suppliers •Assist in the full procurement cycle from the submission of requisitions to the delivery of goods •General administrative support
Qualifications
The candidate must possess: a Diploma/Degree in supply chain or procurement field •Good communication and sound interpersonal skills
