Workplace Skills Plan and Annual Training Report submission for 2012
Introduction
In terms of the amended Skills Development Act No. 37 of 2008, the MQA is required to develop a Sector Skills Plan (SSP), facilitate and monitor its implementation, and approve Workplace Skills Plans (WSPs) and Annual Training Reports (ATRs) submitted by organisations within the mining and minerals sector.
An employer must submit a WSP-ATR to the MQA no later than the 30th of June annually. This constitutes a Mandatory Grant application. In order to qualify for a Mandatory Grant, organisations must use the prescribed format to submit a Grant Application for the 2012.
WSP-ATR submission process for 2012
The MQA WSP-ATR submission process for 2012 is similar to the previous year's submission process in that it is still an online submission process (phased source data approach). The quality of the data remains key.
The following main changes have been introduced to the process to streamline and improve it:

The MQA WSP-ATR submission process for 2012 will be managed by a series of steps that have to be followed and completed in order to progress to the next step. The process is a two (2) phased approach starting with the registration of SDFs and upon approval by the MQA, the registration of organisation(s) for which the SDF will be submitting for.
The submission process diagram below outlines the various steps in the process, which have been colour coded. Each step is a condition for the next step and is usually dependent on either the MQA validating information submitted or organisations submitting documents. These documents are either submitted electronically or via fax.

An SDF who is new to the process first submits his/her personal details to the MQA and then the details of the organisation(s) that has appointed him/her as the SDF. An SDF who was part of the process the previous year (2011) need not re-submit his/her details but must confirm his/her personal details on the system, and then re-submit the details of the organisation(s) that has appointed him/her as its SDF. |

After an SDF has submitted his/her personal details as well as the details of theri organisation, he/she will be able to generatea a verification document that contains all the SDF and organisation details, including the banking details and subsidiary organisations related to the organisation. |

The SDF has the opportunity to view and edit the registration(s) before a verification document is generated. When the registration(s) is submitted the SDF can immediately download his/her organisation's verification document and print it. If there are any errors on it the SDF can go back and edit the registration(s) again and download the verification document thereafter. |

The verification document is checked by the responsible person in the organisation and the duly authorised Chief Financial Officer/Senior Financial Officer. Both parties must sign the document as an indication of the correctness of the organisation details and submit or fax the verification document to the MQA. |

The MQA will approve the verification document after checking for correctness. The SDF gets notified by e-mail and the “Manage Organisations” Dashboard. If the verification document is not approved by MQA, the SDF must ensure that the errors/discrepancies are corrected before he/she can re-submit and the document is approved. |

The approval of the verification document is the condition for the SDF to upload his/her completed source data spreadsheet. The SDF will not be able to upload the source data spreadsheet if his/her organisation's verification document is not approved. |

Phase 2 |

The SDF uploads his/her organisation's source data. The template is provided to the SDF at the SDF WSP- ATR Workshop 2012 and is also available on the IT Aware website under the MQA documents tab. The document contains all the information the MQA requires to generate a WSP-ATR for an organisation and to do research regarding skills requirements, etc. |

The source data document is completed by the SDF and uploaded to the IT Aware website. The system then uses the information obtained during the SDF Registration Step, The Organisation Registration Step, The Organisation Verification Step and the Source Data Completion Step to generate a WSP-ATR for the organisation. This generated WSP-ATR is then made available to the SDF as soon as he/she uploads the source data, as a face document to obtain approval and sign-off through the consultative processes within the organisation. If the SDF deems it necessary to make some changes to the WSP-ATR Source Document, it can be changed and re-submitted on the system. A new WSP-ATR is then generated and used in the consultative process. |

Once the WSP-ATR is signed, the WSP-ATR is submitted to the MQA (scanning and e-mail/fax) then the process of evaluation and approval/non-approval of the WSP-ATR commences. |
SDF - Organisation registration process
The SDFs who will be submitting WSP-ATR for their respective organisations need to register themselves or edit and confirm their details if they have registered previously, and then the details of the organisation(s) that they will be submitting the WSP-ATRs for on the system.
