REMINDER: CUT-OFF DATE FOR THE REGISTRATION OF LEARNERS AGAINST THE ALLOCATION OF LEARNING PROGRAMMES DISCRETIONARY GRANTS FOR THE 2009 - 2010 FINANCIAL YEAR
This memo serves to remind all companies which have been allocated the learnership (including apprenticeships) and ABET discretionary funds for 2009-10 financial year, 2nd funding window, to register their learners with the MQA by 19 March 2010.
All allocations which have not been used by the companies after 19 March 2010 shall be forfeited by such affected companies. The MQA will open the 1st funding window for 2010-11 financial year based on the need from qualifying and participating companies on the learnership andr ABET grants.
Important Note: The MQA further reminds companies that have concluded learnership agreements with the learners and MQA accredited training providers to ensure that such agreements are sent to the MQA SETA for registration. This is a requirement of the Learnership Regulations.
Companies are reminded of the following criteria applicable to the MQA discretionary grants:
1. Learners to be registered must be on the payroll of a company registered in South Africa that is paying or registered for Skills Development Levies with the MQA except for SMME companies that fall below the threshold in terms of the Tax Amendment Act.
2. In registering Learners, your company should strive for the Equity Profile of 85% Black, 54% Female and 4% Disabled.
3. Your company may register as many learners but funds will only be paid to the number allocated for grants.
4. All companies (including the ones below the threshold) must submit the WSPs and ATRs to the MQA to participate in these discretionary grants. This is a legal requirement stipulated in the Grant Regulations.
5. Your company must be financially solvent and viable.
6. A Service Level Agreement must be signed between host companies and the Accredited Training Provider conducting the training under the learnership programmes.
